EQIP, ACEP, FCEP, REAP, MAP, FMD, NRCS, RMA, federal agricultural policy is acronym soup. Here's a plain-English definition for every term you'll encounter.

ACEP Agricultural Conservation Easement Program

USDA program providing financial and technical assistance to protect productive farmland and wetlands. Two easement types: agricultural land easements (ALE) and wetland reserve easements (WRE).

AGI Adjusted Gross Income

A producer's average AGI is used to determine eligibility for many USDA programs. The standard limit is $900,000, with exceptions when 75%+ of income comes from farming. ACEP is exempt under the Farm Bill 2.0.

AIP Approved Insurance Provider

A private insurance company authorized by USDA's Risk Management Agency to sell and service federal crop insurance policies.

APHIS Animal and Plant Health Inspection Service

USDA agency responsible for animal disease control, plant pest control, and veterinary services. Issues the electronic identification tag rule for cattle.

ARC Agriculture Risk Coverage

Federal program that provides revenue support payments to producers when actual revenue falls below a benchmark. Operates alongside Price Loss Coverage (PLC).

BEHT Bill Emerson Humanitarian Trust

A trust of agricultural commodities or funds maintained by USDA to meet emergency humanitarian food needs in developing countries.

BIA Bureau of Indian Affairs

Federal agency administering programs and policy for federally recognized American Indian Tribes and Alaska Native Villages.

CCC Commodity Credit Corporation

A federal government corporation under USDA that provides funding for many farm bill programs. Title I funding mostly flows through the CCC.

CFTE Cattle Fever Tick Eradication

Joint USDA-Texas program targeting fever tick incursions across the Mexico border. Required to be evaluated under Title XII.

CSP Conservation Stewardship Program

USDA working-lands conservation program that pays producers for ongoing conservation activities and additional improvements. Title II expanded to include precision agriculture.

CRP Conservation Reserve Program

Federal program that pays farmers to remove environmentally sensitive land from production for 10–15 years. Capped at 27 million acres through FY2031.

DMC Dairy Margin Coverage

Federal dairy safety net program that pays producers when the margin between milk price and feed costs falls below selected coverage levels. Mostly locked in by H.R. 1.

EBT Electronic Benefits Transfer

The electronic system used to deliver SNAP and similar nutrition program benefits to recipients via debit-style cards.

EID Electronic Identification

Electronic tags required by APHIS for breeding cattle, dairy cattle, and certain other livestock moving across state lines. Subject to ongoing political fight.

EQIP Environmental Quality Incentives Program

USDA's largest working-lands conservation program. Provides cost-share and incentive payments to producers for adopting conservation practices. Title II reduced funding by $786M.

ESA Endangered Species Act

Federal law protecting endangered and threatened species. Section 7 requires consultation between agencies on actions that may affect listed species. Title VIII addresses some forest land plan consultations.

FCEP Forest Conservation Easement Program

NEW program created by Title II of Farm Bill 2.0. Provides forest land easements and forest reserve easements. Replaces the repealed Healthy Forests Reserve Program (HFRP).

FFP Food for Peace

U.S. international food aid program established in 1954. Title II provides emergency and nonemergency food assistance abroad. Transferred from USAID to USDA under Title III.

FMD Foreign Market Development Program

USDA cooperative program with eligible trade organizations to maintain and develop foreign markets for U.S. agricultural commodities. Funding more than doubled in Title III.

FRSAN Farm and Ranch Stress Assistance Network

State-based network providing mental health support for farmers, ranchers, and farm workers. Expanded under Title VII.

FSA Farm Service Agency

USDA agency that administers loan programs, commodity programs, and disaster assistance. Local FSA offices are the entry point for most farm programs.

HFRP Healthy Forests Reserve Program

Former program for restoring and enhancing forest ecosystems on private and tribal land. Repealed by Title VIII; functions absorbed into FCEP.

LFPA Local Food Purchase Assistance Cooperative Agreement

COVID-era program funding state purchase of locally produced food for distribution. Ended in early 2025; partial successor authorized in Title IV.

MAHA Make America Healthy Again

Political movement aligned with the Trump administration that focuses on food, health, and pharmaceutical reform. It has been associated with opposition to the Title X pesticide-preemption language, though we have not verified a Clerk roll call confirming a floor amendment that struck it.

MAP Market Access Program

USDA program that supports U.S. agricultural exports through advertising and market promotion abroad. Funding doubled to $400M+ annually under Title III.

NASS National Agricultural Statistics Service

USDA agency that conducts the Census of Agriculture and dozens of other agricultural surveys. Title VII established a Modernization Commission.

NEPA National Environmental Policy Act

Federal law requiring environmental review of major federal actions. Title VIII expands categorical exclusions for forest management.

NMPF National Milk Producers Federation

Trade association representing U.S. dairy cooperatives and farmers.

NRCS Natural Resources Conservation Service

USDA agency that administers conservation programs including EQIP, CSP, ACEP, and CRP technical assistance.

PLC Price Loss Coverage

Federal program that provides commodity-specific payments to producers when prices fall below reference levels. Operates alongside ARC. Mostly locked in by H.R. 1.

PMA Program Management Agreement

A contractual relationship between USDA and a state, tribe, or partner organization to administer a federal program at a sub-federal level.

Prop 12 California Proposition 12

California ballot initiative passed in 2018 requiring minimum animal welfare standards for pork, veal, and eggs sold in California. Federally preempted under Title XII.

RCPP Regional Conservation Partnership Program

USDA conservation program that uses partnership agreements to address resource concerns at regional scale. Funding increased $110M under Title II.

REAP Rural Energy for America Program

USDA program providing grants and loan guarantees for renewable energy and energy efficiency installations in rural areas. Eligibility expanded to include ag co-ops <2,500 employees.

RMA Risk Management Agency

USDA agency responsible for federal crop insurance program. Sets policy and pays premium subsidies; private AIPs sell and service policies.

SDA Socially Disadvantaged Farmer

A farmer or rancher who is a member of a group subjected to racial or ethnic prejudice. Several Farm Bill 2.0 provisions create elevated benefits for SDA producers.

SCBGP Specialty Crop Block Grant Program

USDA program providing block grants to state departments of agriculture to enhance specialty crop competitiveness. Reauthorized and expanded under Title X.

SNAP Supplemental Nutrition Assistance Program

Federal nutrition assistance program serving ~42 million Americans. Reauthorized through 2031 under Title IV; major cuts from H.R. 1 retained.

SRA Standard Reinsurance Agreement

The contract between USDA RMA and Approved Insurance Providers governing terms of crop insurance. Modified under Title XI.

TAP Tree Assistance Program

Federal program providing payments to orchardists and nursery growers to replant or rehabilitate trees damaged by natural disasters. Coverage expanded under Title I.

TASC Technical Assistance for Specialty Crops

USDA program addressing sanitary and phytosanitary trade barriers for U.S. specialty crop exports. Funding doubled under Title III.

TEFAP The Emergency Food Assistance Program

Federal program providing USDA commodities and funding to states for distribution through food banks and food pantries.

USAID U.S. Agency for International Development

Federal agency that previously administered Food for Peace Title II. Authority transferred to USDA under Title III.

USDA U.S. Department of Agriculture

Federal department administering most farm bill programs. Includes FSA, NRCS, RMA, APHIS, AMS, ARS, NASS, ERS, and other agencies.

USTR U.S. Trade Representative

Cabinet-level office responsible for U.S. trade policy negotiation. Coordinates with USDA on common name protection and other Title III provisions.

VFRGP Veteran Farmer and Rancher Grant Program

Competitive grant program enhancing farming opportunities for military veterans. Expanded under Title VI.

VMLRP Veterinary Medicine Loan Repayment Program

USDA program that pays educational loan repayment for veterinarians who serve in shortage areas. Expanded under Title VII.

VSGP Veterinary Services Grant Program

USDA program funding veterinary practice infrastructure in shortage areas. Expanded under Title VII.

WRE Wetland Reserve Easement

A type of ACEP easement that protects and restores wetlands. Modified under Title II.
